the letters on my box of Mini Wheats is KPB 120B 23:40, the use by date falls into the timeframe, is this box in the recall?

Sally, only packages of Frosted Mini-Wheats Bite Size Original and Mini-Wheats Unfrosted Bite Size with the letters “KB”, “AP” or “FK” before or after the Best If Used Before date are included in the recall.

Packages, such as yours, with a "KP" designation are NOT included in the recall.
